For those enrolled in the parking program only.
This does NOT APPLY TO Transit program PARTICIPANTS (REMEMBER YOU CAN ONLY BELONG TO ONE PROGRAM).
This was sent from the LaGuardia-Employee Parking Sales Dept.
Effective 0100, January 12, 2019, the Terminal B Garage Revenue Control System will be reactivated. With this reactivation, normal revenue cLGA ollection will take place.
With the Revenue Control System back in operation, we have the opportunity to implement a new entry and exit control system for those holding Authorized Parking Permits. Rather than continuing with the former Prox Card system, the new Revenue Control System allows E-ZPass to take the place of the Prox Card. This system has been in use at JFK and EWR and performs very well. To bring this system to LaGuardia, all holders of Authorized Parking Permits will be required to register an EZPass tag to enter and exit the facility. Those who don’t have an E-ZPass account should register for an E-ZPass at: https://www.e-zpassny.com .
Please supply the following information no later than Thursday 12/27/2018.
First & last name, E-ZPass entire tag number above bar code (ie. G4* 123456789*), make/model and plate/state number of vehicle(s).

To you I give a sincere “thank you very much” for your commitment to the TSA mission and to the oath that you took to protect and defend our nation, including on this holiday. You are sacrificing your holiday so that others can enjoy theirs. Your dedication, sacrifice and service are most admirable, and deeply appreciated.
It is with great pride that I serve as your Federal Security Director, as it is a true privilege to lead all of you. I thank you all for a job well done. Again, I wish you and your families all the best this Thanksgiving.

Nationwide Cell Phone Alert
The messages will bear the headline "Presidential Alert", according to the Federal Emergency Management Agency (FEMA).
Phones will make a loud tone and have a special vibration, said FEMA, which will send the alert.
The test message, now scheduled for 2:18PM EDT on Wednesday, October 3rd will read: "THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed."
The test has been scheduled to ensure that the alert system would work in the event of a national emergency. U.S. cellphone users will not be able to opt out.
The system signed into law in 2016 requiring FEMA to create a system allowing the president to send cellphone alerts regarding public safety emergencies.
Since the wireless emergency alert system began in 2012, it has issued over 36,000 alerts for situations such as missing children, extreme weather and natural disasters, but never a presidential directive.

FSD Memo to the Workforce -9/11
This morning, at all four of our airports, we took the time to observe two moments of silence; one at 0846 and the second at 0903, so that we could stop and remember the events of September 11, 2001.
It is always important to remember the past and to know your history. As a result of the terrible events of September 11, 2001, Congress enacted legislation, and President Bush signed into law, the creation of the Department of Homeland Security in November 2001. Part of that massive reorganization of government included the Aviation and Transportation Security Act which was the document that created our Transportation Security Administration and defined our mission.
We have all come together from many states, countries and backgrounds to join in one common mission: to detect, deter and disrupt any future acts of terrorism in the United States. The oath we all took at the beginning of our TSA careers, which states in part, "...To protect and defend the Constitution of the United States against all enemies, foreign and domestic...", can never be forgotten just as much as September 11 can never be forgotten. We are on the front line of that effort to protect and defend our nation every day against those people, foreign and domestic, who wish to threaten our lives and way of life.
As we proceed into the coming days, weeks and months ahead, please take the time to always remember why we are here and what brought us together, unified in a common mission. The work is difficult and demanding, requiring constant attention to detail and due diligence daily, but nothing worthwhile in life is easy. We are all privileged to live in this great nation, and that will always be worth protecting and defending.
Thank you all for your continued commitment to the TSA mission.

Please remember to park on the 7th level of Terminal B Garage. Level 7th is designated for registered employees. The parking company will conduct lot checking, violators will receive a warning and/or vehicle will be towed".

Terminal B West Garage Parking
Employees with parking permits will no longer have to use their prox cards to get in/out. The license plate reader (LPR) will record and check the plate number against the permit authorization. If any permit holder is using a plate not registered they will get a bill. Permit holders should make sure their E-Z Pass is NOT in the window of their vehicle otherwise it will be scanned.
If for any reason someone is billed for parking, they are to retain the invoice. It can be turned into the Port and the charges will be reversed. The exact procedures for doing this will be announced once we have them.

Employee Parking Returns to Lot 10 & East End Airport Access from 27th Ave. Bridge Closed.
On Sunday, April 15, 2018, the airport will implement two significant changes to improve employee parking, enhance pedestrian safety and accommodate redevelopment activities:
1. Ingraham' s Mountain Parking Lot will close and all employee parking will return on airport to Lot 10
2. Access to LGA from Ditmars Boulevard via the 27th Ave. pedestrian bridge will close
Employee Parking Returns to Lot 10
Employee parking is being moved from Ingraham 's Mountain back to Lot I0. This action will allow us to intensify our efforts to not have employees park in the surrounding community.
Airport employees with parking permits will have 24/7 access to the Employee Shuttle Bus from Lot 10. Real time bus schedules can be found by logging onto www.nextbus.com or downloading the NextBus app and electing the LaGuardia Airport Employee Shuttle. Employees choosing to obtain a parking permit can do so by contacting their respective workplace parking administrator. The parking permit sales office can be reached at 718-533-3413.
East End Airport Access Closure
Effective April 15th, airport access from Ditmars Boulevard via the 27th Avenue pedestrian bridge will be closed. We are taking this action out of concern for the safety of pedestrians and bicyclists. Access to the marina and park from Ditmars Boulevard and the pedestrian bridge will remain open. For the week preceding this closure, Airport Security Guards will be assigned to inform all pedestrians and bicyclists that this access point will be permanently closed on Sunday, April 15th. New signs will be installed along with additional fencing.
Please help us communicate and encourage compliance with these changes by sharing this bulletin with your employees. In addition to this General Manager Bulletin, we will issue E-Alerts, Tweets and post these changes on the LGA website. Thank you in advance for your cooperation.

PANYNJ is allowing employees to park at the Terminal B West Parking Garage, levels 5 & 6 and Terminal A lot 6 from Midnight Tuesday night to 10AM Thursday. Employees must show their IDs to exit and must be out by Thursday at 1000 hours. No other parking areas will be afforded free employee parking.
1st Shift EAPS training is not cancelled. Personnel are to report for training.
VIPR is cancelled. Personnel are to report to Terminal B Room 3815 for assignment.
New Hires are not to report on Wednesday but are to report at 1000 hours on Thursday.
Bulova personnel are to telework for Wednesday with 2 hour delay start on Thursday unless otherwise instructed.

A winter storm warning is forecast for tomorrow March 21, 2018. Snow fall expectations in the city are 12-15 inches, winds gusting to 40 knots and temperatures in the mid-30s. Snow fall 2-3 inches per hour on Wednesday morning through the evening.
Staff with Telework Agreements are advised to take their laptops home and plan to telework for tomorrow. The TSA Office building (BCC) will be open for those employees that choose to come in.
There will be a 2 hour delayed start for Thursday March 22. The FSD Staff Meeting is cancelled for Thursday. There is a lenient leave policy for those that would rather use their accrued annual leave or comp time in lieu of telework or reporting to the office.
Supervisors please ensure to have an accurate contact list for your personnel before they depart today.
When delayed arrival, with unscheduled leave or unscheduled telework options, is announced, employees exercising the unscheduled telework option must be telework ready. Employees teleworking (scheduled or unscheduled) are to begin work on time and be prepared with sufficient work and any necessary equipment and technology to perform work at their alternative worksite. If an employee is not telework ready, the supervisor may deny a request for unscheduled telework. Employees exercising the unscheduled leave option are charged leave for the entire workday.

Management is aware of the storm and its impact on staff and is making plans to ensure the minimal disruption to the operation while allowing for the safety of all personnel. As models and storm tracks change, management will adjust plans and notify all staff of changes.
Current information shows that the MTA will be running full service. As the storm condition develops, routes may be curtailed and canceled. MTA commuters should monitor the MTA Travel Alert page at: http://alert.mta.info/ You can also sign up at the MTA site to receive alerts to your smart phone.
New York City Residents can go to http://maps.nyc.gov/snow/ to find which blocks have been plowed.
Communication
a. All Staff should ensure that they have provided the LGA CC and local Management/Supervisors up to date contact information.
b. All TSMs and STSOs should ensure that all officers have the LGA CC contact number and email. The LGA CC will be staffed 24/7 throughout the storm. You WILL be able to contact us. It is imperative to ensure that your NEW HIRES/TRANSFERS have been provided this information as well.
c. TSA LGA will also be monitoring and posting informative information to its blog spot that is viewable from your home computer or smart phone. Simply go to www.tsalgaemergencystatus.blogspot.com. You can also submit your email to the blog spot to receive alerts when new information is posted (we do not track your email).
d. Listen to your local news casts on TV and Radio.
e. You should have a plan of action such as:
1. Gas up your vehicle
2. Have a bag of clothes/medication/cash/toiletries ready to go
3. Flashlights/Batteries/Candles/Matches or Lighter – always good to have on hand
4. Have bottled water available in the event the storm surge damages local water supplies
f. Additionally, you will need to notify LGA CC if you are affected by the storm. Information that will be needed is:
· Name/Rank/Airport
· Callback number
· Where you have evacuated to (i.e., safe – evacuated to family’s house in City, State; or – evacuated to hotel name in City, State, etc)

Please make sure all employees are up to date with their parking materials for Ingraham’s Mountain. As you know, all employees must have an active, registered proximity card and 2018 hang tag.
Employees without valid credentials will be denied access to the lot. If you need a replacement proximity card or tag, or need to make changes, please contact to Valerie Hexner for TSA.

All Bulova Staff,

Message on Restoration of Government Funding
Last night, the President signed a continuing resolution restoring funding for the government through February 8. I recognize that for many of our employees and those we serve, any lapse in appropriation, no matter how brief, results in disruption and uncertainty.
The Department’s mission of protecting the homeland remains as important as ever. All of our personnel, whether they were exempt or not, perform work that is critically important to this Department and this country. We need each of you to be successful in our mission and appreciate your professionalism and patience during this time.
As we resume normal operations, you may have questions about the impact of this furlough, including about your pay. Department leadership officials are working closely with OMB and OPM to bring you answers as quickly as possible. If you have any immediate questions, please talk with your supervisor.

For all employees that are EXEMPT from the FURLOUGH LGA/HPN/ISP/SWF
All approved leave (Annual, Sick, Court, Comp, Military, etc.) in a FURLOUGH where the Government of the United States is shut down is CANCELLED. You must report to work to get paid when funding is restored to the Federal Government.
For those that have a previously planned vacation or trip; or are on Military Orders; you will be afforded the opportunity to be placed in a NON PAY FURLOUGH STATUS for the duration of your absence. This will be done at your request through your chain of command (next highest level Management Official who is NOT FURLOUGHED). If you are not able to arrive to work please call the LGA Coordination Center. No leave requests may be considered during the furlough, if you need time off you will have to speak to your Management official.
All EXEMPT employees are expected to report to duty as directed daily. If they are unable to report for any reason, they must be placed in a FURLOUGH status. Any approved paid leave must be cancelled. Paid leave cannot be granted under any circumstances for any employee (this includes leave due to illness or other emergencies).
Any other questions that an exempt employee has should be directed to your next highest level Management official who is not furloughed.

Message from Deputy Secretary Elaine Duke on Planning for Potential Lapse in Funding
January 19, 2018
As many of you are aware, annual funding for the government expires on January 19. The Administration does not believe it is necessary for a lapse in funding to occur, and looks forward to working with the Congress to finalize appropriations for this year.
However, prudent management requires that we be prepared for all contingencies, including the possibility that a lapse could occur. A lapse would mean that a number of government activities would cease due to a lack of appropriated funding, and that a number of employees would be temporarily furloughed. To prepare for this possibility, we are working to update our contingency plans for executing an orderly shutdown of activities that would be affected by a lapse in appropriations.
Thank you for your hard work, dedication, and patience through this process, and for all that you do for the Department and the American people.
