SUBJECT: Weekly Update Memo

 

As I write this week’s memo, 2020 arrives in less than 10 hours.  As we conclude 2019 and look ahead to 2020, it is a natural opportunity to give you a recap of the year ending and a preview of what is coming in the new year.

Clearly the biggest event in 2019 was the way we started the year, with the government shutdown.  While everyone in the TSA worked for 35 days without pay, you still came to work with a strong dedication and devotion to duty and the sense of commitment to the oath we all took at the start of our TSA careers.  Thank you again for your professionalism and commitment to a cause bigger and greater than any one of us individually.  Your efforts throughout that difficult and challenging time are still appreciated by the airport leadership and airlines at all four of our airports, and the TSA greatly impressed both the Congress and the President.  Well done to all.

Another major challenge we dealt with this year was the construction at LGA and the impact over the year and especially in the summer.  The construction impacted all four of our airports as LGA received direct help from ISP and HPN, while SWF backfilled HPN.  That was a true team effort over the entire summer peak travel period.  We received plenty of thanks from the airlines and from the PANYNJ leadership at LGA and their HQ at the World Trade Center for your outstanding effort.  Thank you for your exceptional teamwork.

This year SWF saw Norwegian Airlines depart for the last time on September 15.  The cause was due to the FAA grounding of all Boeing 737 Max aircraft in the Spring.  While Norwegian made an effort to continue service from SWF for several months through the use of a single Boeing 777 and then an Air Bus Industries A380, the business model wasn’t holding up and they had to cut their losses.  While the impact to SWF has been significant with an approximately 60% passenger reduction, we expect SWF to rebound in the coming years as the airport expands its capacity.  The new Federal Inspection Station (FIS) under construction, is scheduled to open on time in June, 2020.  An expected follow-on expansion of the passenger terminal will increase capacity which in turn will attract airlines, especially foreign carriers. 

In September, we had a successful United Nations General Assembly 74 thanks to the teamwork of Screening and our Regulatory Inspectors.  Again, we saw direct and indirect assistance from ISP, HPN and SWF to make the UNGA 74 successful.  Thank you to all involved.

This year we also conducted an assessment of our managers and initiated a training program to provide our Managers with additional tools to become better leaders.  

We completed all of our training requirements on time, especially the Mission Essentials training and then the Behavior Detection training.  The excellent work carried out by our entire Training Department won them recognition earlier this month at the annual awards for the best team in 2019.  Well done to the entire cadre of instructors.

We also saw national recognition for LGA in November.  Administrator Pekoske recognized the LGA K-9 team as the number one K-9 team in the TSA at the Fall FSD/FAM-SAC conference in Washington.  We also recognized the K-9 team locally at our December awards ceremony.

Our Regulatory Inspectors did their usual outstanding jobs and completed their annual work plan on time.  They continued to effectively apply the Outcome Focused Compliance (OFC) program to their work throughout the year.  They conducted some exceptional investigations this year and are a credit to keeping our four airports and outbound flights safe in a little known or appreciated way, but still vitally important to our overall success.  The unit integrity in Regulatory is exceptional.

Our team in Mission Support worked to successfully transition the payroll function to the Screening supervisors and managers.  That was a significant change and a heavy lift to Mission Support, but they did a great job.  HR managed to keep up with all of the personnel moves throughout the year to include hiring, promotional processes, transfers, retirements and the many other services they provide to our large workforce across all four airports. 

As we look ahead to 2020, there are a lot of opportunities, changes and challenges ahead that will make the new year an exciting time for us all.  We already have new screening equipment being installed in the new Terminal B checkpoint at LGA.  That checkpoint will become operational this Spring.  We have a lot of training to provide to the officers working in Terminal B and we know there will be the expected challenges associated with opening a new facility, but I have no doubt that we will be successful in the transition to a new terminal.  As in the past, LGA officers always rise up to a challenge and overcome the obstacles and the opening of the new checkpoint will be no different.  I have no doubt that the team in Terminal B will make it work better than expected.

As stated earlier, SWF will open the new FIS in June.  We also hope to see a new carrier start operations at SWF.  

At LGA and SWF, we are participating in the WE SOAR initiative by the PANYNJ to improve passenger service at all PANYNJ airports.  So far we have seen excellent results at LGA and SWF based on the ratings of our personnel at both airports.  Thank you for your professionalism, respect and courtesy to the traveling public which reflects well on every member of the TSA.  

We will continue our leadership training for our Managers who were not in the September class and we still owe some exchange tours to some TSMs in the first class.  We will also hold a series of leadership training classes for our STSOs this year. 

We will continue to make promotions and appointments to specialized positions.  Prepare your resumes now.  Seek help from HR with tips on effective resume writing and interview skills to effectively prepare yourselves for the selection processes.  These are competitive processes so the competition will be sharp.  Remember what I have said before, don’t be afraid to fail, be afraid of not trying.  

I sent out a memo yesterday to all of our TSMs and STSOs with a new initiative at our four airports.  It is known as “Finding a way to Yes”.  There will be greater details coming out, but the essence of this effort is to get our TSOs, LTSOs and STSOs the days off they need when they are needed.  I would rather give a day off to someone in need who properly asks for the time than to deny such requests and have some people call out sick anyway.  This is part of the change in leadership we have started, and it comes down to taking care of all of you at every level.  Mission Support has a new initiative this year designed to bring all of the Mission Support services to the airports whenever needed through video conferencing.  This ensures we provide the service to those in need without taking officers away from the checkpoints for extended periods of time.  There are new initiatives coming in Screening and Regulatory as well for 2020.  

Our leadership training is designed to focus our leaders on looking out for the welfare of those in our charge and ensuring you all have the training, equipment, and support and motivation you need to be successful.  By addressing your basic needs in a timely manner, everyone can stay focused on the TSA mission.  By improving our leadership and responsiveness to your needs, I expect to see a marked improvement in screening detection and a marked reduction in unscheduled absences.  We will continue to recognize and reward success in these areas. 

In addition to our focus on improving leadership at all levels, we also want, and need, to develop our future leaders.  This will be accomplished through the use of the STSO mentor program which has yielded very good results as shown by the recent TSM promotions in 2019.  We are also currently accepting applications for the Rising Leaders Development Program (RLDP) and Mid-Level Development Program (MLDP).  If interested, please see your TSM or contact the Training Department for details.  Applications will be accepted through January 10, 2020, so don’t wait to apply.  We are also interested in getting eligible people into the Lean Sigma Six program in 2020.  

You all deserve the very best leadership, and you have my commitment to deliver in 2020.  In the new year, the focus is clearly on leadership development and delivering the services you all need in a more effective and efficient manner.  This is designed to gain your trust and confidence.  This all leads to what our overall goal is in 2020: align all of our effort and resources to the frontline TSOs and TSIs.  They are the tip of the spear for the TSA and we need to set every one of them up to be successful.  Leaders are expected to focus on those in their charge.  Leaders are also expected to take initiative and drive improvement whether it’s in the delivery of services to their people, improvement in detection, finding new opportunities, eliminating waste, improving the morale of those in their charge or winning the hearts and minds of our people and the public one person at a time, one day at a time.  I appreciate those people willing to take reasonable, calculated risks (not negligence or recklessness).  Action will be rewarded over inaction.  Initiative will be rewarded over the same old and tired way.  We can and will do better in 2020.  It all comes to the TSA Core Values: Integrity, Respect, Commitment.

W2

Bulletin to ALL TSA EMPLOYEES – 12/26/2019

 

Effective January 2020, the 2019 Internal Revenue Service (IRS) Form W-2, Wage and Tax Statement, will be mailed to employees’ residence address as recorded in the National Finance Center System (NFC).

Employees may elect to receive (and print) their W-2 electronically via the Employee Personal Page (EPP). Employees will also be able to import their 2019 W-2 information into TurboTax or At Home. 

 

Implementation

The data on the W-2 will include salary payments for Pay Period 26, 2018 through Pay Period 25, 2019, inclusive. The W-2 will also include all manual payments processed through December 27, 2019. 

Employees who worked during the tax year for more than one organization serviced by the National Finance Center (NFC) will receive a W-2 containing the total wages paid by NFC for all organizations. The W-2 will be issued under the name of the current employing organization. 

Employees are reminded to verify their residence address in NFC is correct and make any changes prior to the processing of the W-2s. If the address is not recorded in NFC, the W-2 will be mailed to TSA. 

 

Employee Indebtedness

To comply with IRS regulations, employees who have not repaid an indebtedness (e.g., salary overpayment) incurred during calendar year 2019 will have the outstanding debt included as taxable wages on their W-2s. The outstanding debt is subject to Federal and State (if applicable) income tax. Any debt payments received between December 18 and December 31, 2019, may result in a Form W-2c, Corrected Wage and Tax Statement, being issued at a later date. 

 

Electronically Delivered Version of the W-2

IRS provides employees the option to file their tax return with a printout of an electronically delivered version of their W-2 for tax year 2019. Employees who are established users of NFC's EPP can print the electronic version of the W-2 for tax year 2019 (via NFC's Web site atwww.nfc.usda.gov) for submission with their tax return. The 2019 W-2s will be available in EPP in January 2020.

 

Note: Employees who are not current EPP users (or who need a new user identification (ID) or password) can locate sign-up instructions under My EPP. Log on the Internet and go to the NFC’s Web site (www.nfc.usda.gov), or click here. Select the MY EPP icon on the HR/Payroll Application Launchpad. 

 

TurboTax/At Home 

In addition to printing their W-2 from EPP, employees will also be able to import their 2019 W-2 information into TurboTax or At Home. NFC has worked with the software providers to make their products interoperable with EPP. Maintaining W-2 Data 

W-2 history data for tax years 2010 and forward is available to the employee in EPP. Data for tax years 1998 and forward is available for Agencies via Reporting Center. W-2 data for tax years 2018 and 2019 will be viewable for Agencies in mid-January. 

 

Inquiries and W-2 Reprints 

Employees who do not receive their W-2 when they are initially mailed may have a W-2 that required an adjustment (e.g., relocation travel payments). The appropriate adjustments will be completed by January 31, 2020. The W-2 will be sent to the employees upon completion. Employees should use their EPP to check their W-2 data.

All current and former employees of Agencies serviced by NFC must request W-2 reprints from their respective Servicing Personnel Office.

SUBJECT:  Weekly Update

 

As I write this update, we are now at the start of the holiday season.  The holiday travel period began December 15, and so far we have seen high volumes of passengers on most of the days since last week.  We have an effective plan to maintain the staffing needs at our four airports and receive rapid response from our service providers designed to minimize the down time of our screening equipment when it breaks down.  We stopped much of the training classes during this busy time to ensure sufficient staffing at all checkpoints.  As with Thanksgiving, we have the benefit of additional K-9 teams from Burlington, VT, Fort Lauderdale, FL and Boston, MA.  I want to thank all of the visiting K-9 teams for coming to LGA over the holidays when they could have stayed at home with their families.  Their personal sacrifice, dedication and devotion to the TSA mission are truly admirable and greatly appreciated.  We had an excellent Thanksgiving travel period due to your exceptional effort and teamwork.  I expect an equally successful Christmas-New Year’s travel period as well, again due to your professionalism, innovation and teamwork.

 

Last Friday we held our annual awards ceremony in which we recognized the outstanding efforts of our men and women at all four of our airports.  The actions and accomplishments, individually and as a team, are inspiring and reflect the very best of the TSA as well as the professionalism of our workforce at LGA, HPN, ISP and SWF.  Congratulations to all of the award recipients for a job well done.

 

As of today, we have a budget, and we have been able to pay out IPI and IBI awards.  Included in the new budget is a 12 week paid parental leave, which emphasizes the importance of family and affording parents time to spend with their new children.  Looking back to this time one year ago, we were in the opening days of what was to become a 35-day government shut-down due to the government not having a budget.  What a difference a year makes. 

 

At LGA, we have begun to receive the new Terminal B checkpoint screening equipment.  The new equipment includes 14 MacDonald/Humphries Automated Screening Lanes (ASL), 8 Rhode and Schwartz body scanners which will replace the AIT machines (1 unit per mod-set), and we will receive 2 Computer Tomography (CT) units which will replace the AT-2 x-ray units.  The CT units use the same technology found in our CT-80 and 9800 units for checked baggage.  There will be a total of 16 lanes in the new checkpoint with two “legacy” lanes for wheelchairs.  If there is a need to expand, there is space to increase to 20 lanes.  All of the new equipment is expected to be in place by mid-February.  We have already received the new Credential Authentication Technology (CAT) units for use at the TDC positions.  Those units will verify the validity of a state driver’s license or state issued ID card.  They will also verify the authenticity of passports.  Additionally, the CAT units will determine if a passenger receives standard screening, Pre Check screening or if they are a selectee or no fly.  The training for CAT units will start after the first of the year.  Training for the new Terminal B checkpoint equipment will start after the installation of all equipment is completed.  Presently, we expect the opening of the new checkpoint to be in the April/May time period.

 

At SWF, the new Federal Inspection Station (FIS) is still on schedule to be completed in June, 2020.  Upon completion, CBP can move into that new facility.  At some time after the opening of the FIS, I expect to see planning for an expansion of the checkpoint to increase beyond the current two lanes. 

 

Effective December 19, we saw the approval of officers to wear PEDs while on-duty at the checkpoints or in training.  This was in response to the recognition that in an emergency situation, our officers need to have the means to call for help when lives are at risk.  An active shooter situation is an example.  Please understand that this is not an authorization to use any PED while on duty at the checkpoint or in training for personal business.  That prohibition is still in effect.  For those who carry or wear a PED, please take the time to program into your PED, the phone number of the police department having jurisdiction at your airport, and any other airport you work at, such as ISP and HPN officers working at LGA, or SWF officers working at HPN.  In a true emergency seconds count.  During an emergency at your airport, 911 will get to an emergency dispatch, but it may not be to the police department at your airport.  The time it takes to transfer a call is critical, so prepare yourself now.

 

Three weeks ago, I had the pleasure of spending some time with our newest STSOs.  I have also had the opportunity to spend time with most of our STSOs and LTSOs at the weekly BD training courses.  In all occasions, we spent a good amount of time discussing leadership.  To everyone in a position of leadership, in Screening, Inspections and Mission Support, I expect you to make looking out for those people in your charge your first priority.  You are in those positions to serve the needs of your subordinates.  You have a social contract with each person in your charge to care for them, and attend to their needs so that they in turn can focus on the TSA mission every day.  Set a good example for the men and women in your charge every day in your words, actions and attitude.  We discussed that you set the tone for everyone in your charge.  The best performing units have the best leadership.  You are all capable of being great leaders.  Great leadership starts with trust.  Trust must be earned every day and is the foundation of all successful relationships.  

 

Establish an environment that fosters innovation and initiative.  Mistakes will be made.  Use them as a learning tool.  We are all smarter from the lessons learned from the mistakes we have all made throughout time.  After reviewing a mistake and addressing the root cause, place that person back into the same position or situation so they can apply their new found knowledge and gain valuable experience which will drive improvement and build confidence.  Always favor action over inaction.  Those willing to take reasonable, calculated risks are the people who will create new paths rather than follow the same worn out trails.  There are plenty of opportunities waiting to be discovered.  Use your initiative and innovation to find them and take advantage of them.  As I said at the awards ceremony on Friday and at many of our class graduations, don’t be afraid to fail, be afraid not to try.  Follow the British SAS motto: Who dares wins.

 

I want to send a big thank you to all who will be working this holiday season protecting the lives and well-being of the thousands of travelers passing through our four airports this season to spend the holidays with loved ones while you are away from home.  Your sacrifice is greatly appreciated and inspiring.  Merry Christmas, Happy Hanukkah, and Happy Kwanzaa to all.

Passing of Transportation Security Officer John Negron

It is with great sadness that we inform you of the passing of Transportation Security Officer John Negron (EOD 10/28/07). John passed away on Saturday, October 19, 2019. He is survived by his wife Nancy Negron, four adult sons, one adult daughter.

Passing of STSO Wallace Zambrana

It is with great sadness that we announce the untimely passing of one of our colleagues, Supervisory Transportation Security Officer Wallace Zambrana, of Manhattan, NY on May 9, 2019 at the age of 61 after courageously battling a long illness. Wallace is survived by his wife Maria, son Andrew and his sister, Myrna Rodriguez. Wallace began his TSA service in February, 2006 and quickly advanced through the ranks, attaining the rank of Supervisory Transportation Security Officer in November, 2012. Wallace worked his entire TSA career at LaGuardia International Airport where he proudly served on every shift and at all of our screening checkpoints.   Always a gentleman, Wallace was a positive influence on all of us.  He was highly respected by all for his professionalism and was greatly appreciated for the care he always showed to those officers entrusted to his charge.  Wallace genuinely enriched the lives of all who knew and served with him.  Funeral details will be forthcoming once the arrangements are complete.  The Employee Assistance Program is available to all TSA personnel desiring the use of their services and can be called at 1-800-222-0364. 

 

The wearing of the issued TSA mourning band on the TSA Shield has been authorized by the LGA FSD through the internment of STSO Zambrana.

Employees should contact their supervisors if they are unable to report to duty on their next scheduled workday. Supervisors should make liberal use of telework and unscheduled leave.

Scams Related to Government Shutdown

Robocalls Spoofing Government Agencies – Some robocall scammers are now contacting federal employees pretending to be government agencies and making claims that employees must do x, y, and z in order to continue employment or receive benefits.  If you aren’t expecting a call from an agency, your best bet is to hang up and call the agency back at its customer service number which is available on their website.

 

Avoiding Employment Scams – When applying for second jobs, be aware that some bogus employers offering “secret shopper” and other positions use your resume and application to gather your personal information and then use that against you.  When applying for positions, don’t supply personal information over the phone and research all employers online using your local consumer protection agency, state attorney general, Glassdoor, and the Better Business Bureau.  Employees must clear employment through TSAEthics@tsa.dhs.gov.


Phony Lenders – Preapproved loan emails or phone calls are often used to capture the victim’s banking information.  Never give anyone who contacts you unsolicited your personal information and don’t open links or attachments on these types of emails.  Go directly to the company’s website to find a contact number, email address, or chat function to confirm any such offer.  Working with your current bank or credit card company to investigate loan options may be your safest bet.

QUEENS BOROUGH PRESIDENT JOINS BLUMENFELD DEVELOPMENT GROUP AND LESSING’S CAFÉ TO PROVIDE LUNCH FOR EMPLOYEES OF TRANSPORTATION SECURITY ADMINISTRATION (TSA) AT THE BULOVA CORPORATE CENTER BEGINNING TUESDAY, JANUARY 22, 2019

Government shutdown provided weekly lunch for duration of the government shutdown

 

As America experiences the longest government shutdown in its history, federal workers across the country are feeling the stress of either being furloughed or working without pay. The Queens Borough President Melinda Katz, Brad Blumenfeld, Vice President, Blumenfeld Development Group (BDG) and Ian Wilde, General Manager, Lessing’s Bulova are joining together to try and alleviate some of the stress the tenants at Bulova Corporate Center are currently feeling under these circumstances.

Beginning on Tuesday, January 22, 2019 at 11:30 a.m., at the Bulova Corporate Center (75-20 Astoria Blvd, Queens), the two New York businesses will provide lunches to approximately 225 federal employees working for the Transportation Security Administration (TSA) agency. BDG and Lessing Café will continue to provide lunches for the agencies once a week for the duration of the shutdown.

QUEENS RESTAURANT OPENS ITS DOORS TO TSA WORKERS FOR FREE LUNCH

 

 

In the hopes of helping everyone affected by the government shutdown, the Aloft and Ibis Styles as well as Good Eats Bistro are partnering together to cater a free lunch buffet for TSA employees who are working without pay.

Snow Status

TSA personnel are allowed to park in the Terminal B and Terminal C/D garages effective today, 17JAN/1700 to Monday, 21JAN/0600.  ABM will have attendants at the entry and exit plazas.  TSA has been advised to identify as TSA official.

Parking

Officers will be able to park at the Term C/D garage effective this Saturday, Jan 12. You will need your proximity card and/or E-ZPass. If you don’t have either of these, a parking attendant at the entry lanes will allow  entry as long as you are in uniform. Additionally, effective this same date, all Officers will be able to park at both garages (Term B & Term C/D) and the Term A parking lot (P6) using the same entry/exit procedure with a proximity card, E-ZPass or in uniform. This will add flexibility with Officers being able to park at the Terminal they are working at. 

 

Over the next month TSA in conjunction with the airport operators will work with the parking administrator to ensure all authorized parkers have either a proximity card or an E-ZPass on file as that will facilitate their entry/exit to each of the parking areas.
