Time and Attendance Guidance for Coding the Special Holiday Celebrations 16 Hours of Administrative Leave for DHS Employees

This implements Secretary Mayorkas’ April 14, 2022 Special Holiday Celebrations Message, granting DHS employees 16 hours of administrative leave that can be used this calendar year or next.

  • Employees must receive approval from their supervisor before using the administrative leave.

  • The administrative leave should be used in full day increments where possible, based on an employee’s regular work schedule, and may be used on consecutive workdays or on intermittent days.

  • Employees on a 5/4/9 or 4/10 alternate work schedule will have a balance of hours that is less than a full workday. Any balance of hours should be used on a single day where possible and may be supplemented with other approved leave (e.g., annual leave, sick leave or leave without pay) or hours worked.

  • Employees on a full-time work schedule are granted 16 hours of administrative leave. Employees working a part time schedule are granted a prorated amount of administrative leave based on the employee’s regular work schedule. (See Examples Section).

  • • Eligible DHS employees may elect to cancel approved leave (AL, SL, or LWOP) currently scheduled and use administrative leave instead.

  • NOTE: If an employee cancels scheduled use-or-lose leave and it is forfeited as a result, the forfeited annual leave cannot be restored.

  • Employees must use the administrative leave by December 31, 2023. The administrative leave cannot be saved for use after December 31, 2023.

  • • This granting of administrative leave does not apply to the following DHS employees:

      1. Employees who are on AWOL;

      2. Employees who are on indefinite suspension;

      3. Employees who are on administrative leave pending investigation into alleged misconduct; and

      4. Employees who are on administrative leave pending resolution of disciplinary action.

  • Employees should record the administrative leave on timecards as “Other Paid Leave” with the remark of “S1 2022 Spring Message”.

  • This grant of administrative leave is not an entitlement and cannot be converted to a lump sum or any other cash payment.

  • Contractors are excluded from coverage.

     

     

  • Request to use the administrative leave hours must be submitted via TSA approved electronic methods to include the webTA leave requesting feature or an OPM Form 71, Request for Leave or Approved Absence. For those airports on the TSA Workforce Scheduler pilot program, the eTAS Workforce Central system is the authorized method to request the administrative day of leave. See below for coding instructions in eTAS and webTA.

     

    Examples of Using the Administrative Leave:

  1. Two 8-hour days;

  2. One 9-hour day. The balance of 7 hours should be used on one 8-hour or 9-hour day where possible. and supplemented with 1 or 2 hours of other approved leave or hours worked; or

  3. One 10-hour day. The balance of 6 hours should be used on one day where possible and supplemented with 4 hours of other approved leave or with hours worked.

     

• The amount of prorated administrative leave for part-time employees can be calculated by:

  1. Multiplying the employee’s weekly regular part time schedule by 0.4; or

  2. Multiplying the employee’s biweekly regular part-time schedule by 0.2.

  3. Fractions of an hour are rounded up to the next whole hour.

  4. A part-time employee who is regularly scheduled to work 28 hours per week would be granted

     

    12 hours of administrative leave: 28 hours’/week x 0.4 = 11.2 hours

T&A Coding Procedures in eTAS and webTA

eTAS

  • Use Pay Code – S1 Granted Admin-Other LV or S1 Granted Admin-Other LV+ND as appropriate

  • Use Comment – S1 2022 Spring Message.

  • There is no special accounting established for this event. The employee’s primary labor

     

account should be used to record the administrative day of leave.

• Once the timecard transmits to webTA from eTAS, there is no need to add the “S1 2022 Spring Message” remark in webTA as long as the comment was correctly applied in Workforce Central.

webTA Self Entry

  • Employees should record the administrative leave on timecards as Transaction Code (TC) TC-66 -“Other Paid Leave” Absence” with the Remark of “S1 2022 Spring Message”.

  • There is no special accounting established for this event and the employee’s home project code/organization code should be used to record the administrative leave.

Attendance to STSO Jonathan Prado Wake and Funeral

The Shuttle Van and FSU Van will be available to transport personnel from the Airport to the Funeral Home starting at 1530hours on Thursday February 3rd 2022. On duty personnel will be allowed to take the van to briefly pay their respects then return in order for others to do the same. On Duty Personnel will not be able to stay at the Funeral Home for any extended period of time. The vans will rotate every half an hour. The last van will be at 2030 hours from the Funeral Home. 
Masks must be worn in the van and at the Funeral Home. 

On Saturday February 5th 2022, Off Duty personnel attending the funeral are expected to be in uniform (regular pants, long sleeve shirt, tie, standard jacket. No hats in the church). 

The Shuttle and FSU Van will pick up personnel at the South parking lot at the Bulova Corporate at 1000 hours. Personnel will line up in front of the church with the honor guard to receive the casket and family for a salute. 
A salute will be the right arm at a 90 degree angle with hand flat and index to eyebrow. Orders of “present arms” will be made to salute and “order arms” to stop the salute and bring your arm to your side. The orders will be made by the Honor Guard. 


At the end of the mass, personnel except for the family will be asked to step outside the church. Personnel will again line up to salute the casket and family. Personnel will stay at attention until the order of “detail dismissed” is made. The vans will leave the church to go back to Bulova at 1300 hours. 
Masks must be worn in the van and at the Church.

L.G.A. OPERATIONS STATUS UPDATE

TB Overnight shift to report on time for January 29th.

For Sunday, January 30th, L.G.A. 1st shift personnel report to assigned terminal at the following times:
T.A. - 0700 hours
T.B. - normal start time
T.C. - 0800 hours
T.D. - 0800 hours

L.G.A. Special Teams, 2nd, 3rd, and Overnight shifts report as normal on January 30th.

Overtime is open for Monday, January 31st, 2nd and 3rd shifts. Please contact your Supervisor or Manager, if interested.

Terminal-B parking lot has availability for employees with proxy cards. All employees must vacate the parking lot by 0100 hours Monday, January 31st.

I regret to inform you of the untimely passing of TSA-LGA Supervisory Transportation Security Officer Jonathan Prado, age 42, of Jackson Heights, NY on Friday, January 14, 2022 after an illness.

 

STSO Prado proudly served the Nation for 14 years having joined the TSA on May 27, 2007.  Jonathan was promoted to Lead TSO on March 1, 2009 and then promoted to Supervisory TSO on September 16, 2018.  Jonathan served his entire TSA career at LGA.

 

Jonathan is survived by his mother, Rosario Prado, his brother Jeffrey Prado, his sister Janice Prado and close friend Susy Cely-Anton. 

 

Funeral arrangements are still pending as of this date.  Further details to follow. 

 

All TSA-LGA, HPN, ISP and SWF personnel are authorized to wear a black mourning band across their badge effective today through the date of internment.

The Employee Assistance Program (EAP) is available to all personnel.  Our deepest sympathy and condolences to the Prado family and to his TSA co-workers and friends.

2022 LEAVE - OPM 71 SUBMISSION PROCESS – BUE

This communication only applies to Managers addressing BUE Leave Requests.  This outline will explain the expectations of BUEs, and Management for proper accounting of leave requests and paperwork flow. BUEs are required to ensure that they have an appropriate leave balance to cover any requested days prior to the commencement of the first day of leave and covering all days requested. An awarded week through the vacation bid is not an automatic approval; the employee must have an appropriate leave balance to cover the days off.

1.     For awarded weeks or days at a time:

A.    The BUE will submit to Scheduling an OPM 71 two weeks prior or more ONLY if they are cancelling their awarded bid weeks/single days. Or if the BUE needs to change the type of leave being used. For Example: Comp time/Comp time Travel/ T.O.A. SICK Leave may not be used for vacation purposes. BUEs may, at their choosing, scan and email a completed OPM 71 to LGA.Scheduling@dhs.gov in lieu of submitting the 71 through interoffice mail. When scanning, please only send PDF files.  The file should be cropped to eliminate any background images.  Only blue or black ink should be used.

B.    No OPM 71 will be required for awarded bid weeks/single days unless as stated above.

C.    KRONOS/eTAS will be updated accordingly ever quarter to enter BUEs awarded days.

                                                   i.         BUEs that are aware that they do not have an appropriate leave balance to cover all days of an awarded bid should submit an OPM 71 indicating the days they wish to take off based on the appropriate leave balance they have to avoid a no pay situation.  BUEs should reference their most up to date Leave and Earning Statement on their “Employee Personal page”  https://www.nfc.usda.gov/epps/index.aspx

                                                  ii.         It is each BUEs responsibility to ensure that they have accrued a sufficient leave balance to cover ALL the days of leave indicated in KRONOS.

D.    BUEs should make every attempt to cancel awarded weeks/days as far in advance as possible to allow the days to be converted to 1st come/serve.

a)     If a BUE properly cancels the entire leave bid week, it will then be offered on the 1st come/serve calendar; NOTE – an officer’s RDOs do not convert to 1st come/serve.


                                                 

2.     For 1st come/serve leave requests

A.    ALL 1st come/serve requests must be sent to scheduling seven (7) calendar days prior to the first (1st) requested day off.  The request must be time stamped at the checkpoint prior to sending via inter office mail. BUEs may, at their choosing, scan and email a completed OPM 71 to LGA.Scheduling@dhs.gov in lieu of submitting the 71 through interoffice mail. When scanning, please only send PDF files. The file should be cropped to eliminate any background images.  Only blue or black ink should be used.

 

B.    NOTE – First Come/Serve requests will be sent quarterly.

a)     For dates in January, February and March 2022 time stamps must be after December 15, 2021

b)     For dates in April, May and June 2022 time stamps must be after March 15, 2022

c)     For dates in July, August and September 2022 time stamps must be after June 15, 2022

d)     For dates in October, November, December 2022, time stamps must be after September 15, 2022

C.    No leave requests for first come/serve consideration with dates past 01-01-2023 will be considered until the next year’s annual leave bid is complete for 2023.

D.    The BUE will submit the time stamped OPM 71 to the scheduling unit indicating the days they are requesting off, and will annotate in the remarks section that the request is first come/serve.  This can be accomplished by scanning a signed OPM 71 indicating the days requested and emailing it to the LGA.Scheduling@tsa.dhs.gov email, or through inter office mail. For requests received through inter office mail, the request must be time stamped at your checkpoint prior to sending.

E.     The scheduling unit will refer to the “1st come 1st serve calendar” and “Leave Accrual” to ensure the day is available and the BUE has the appropriate amount of leave available.

F.     If the days requested are available, the BUE has the appropriate amount of leave accrued; or will accrue the appropriate amount prior to the first day off requested and covering all requesting days; the request may be signed as approved and a copy will be provided to the BUE. 

a)     Scheduling will update the “BUE 1st come 1st serve spreadsheet” annotating the days as being reserved/taken, and will place the officer on the iShare leave calendar.

b)     Scheduling will complete KRONOS entry.

                                                            i.         After KRONOS entry a copy of the OPM 71 will be forwarded to the requesting employee through inter office mail.

                                                           ii.         The original OPM 71 will be forwarded to payroll for eTAS and storage


3.     For those 1st come/serve requests that are within a short time frame (1 – 6 days), the employees TSM may approve the request.

A.    The requesting officer will provide their TSM an OPM 71 requesting days off for the following 1 – 6 days.  TSMs (or unit manager) will use all resources available to them to make an informed decision.

a)     TSMs should refer to Management Notes on Article 3.B.5 in considering these types of requests.  For all scheduled leave other than an annual request processed by scheduling:

                                                            i.         If a BUE submits a scheduled leave request to take leave that falls within the next three (3) days, the TSM (or unit manager) will provide a copy to the employee of the approved/disapproved OPM 71 within four (4) work–hours from the time the leave request was submitted to the TSM (or unit manager).  TSMs (or unit manager) will use all available resources to them to make an informed decision.

                                                           ii.         If a BUE submits a scheduled leave request, to take leave that falls within four (4) to six (6) days from the date, TSMs (or unit manager) will provide a copy to the employee of the approved/disapproved leave request within twenty-four (24) hours from the time the leave request was submitted to management. TSMs (or unit manager) will use all available resources to them to make an informed decision.

 

B.    If the TSM is approving a request for any reason, they will email the LGA.Scheduling@tsa.dhs.gov unit with the employee’s name, area/shift, type of leave used, and days being approved.  The TSM will provide the employee a copy of the signed request, as well as the LGA Coordination Center for Shift coverage accountability and forward the original to scheduling.

a)     Scheduling will then update KRONOS and availability database.

b)     The TSM will update the appropriate Leave Calendar.

c)     The original OPM 71 will be forwarded to payroll for eTAS and storage.


4.              Other types of leave.

A.    All requests for use of sick leave, LWOP, Court, Military (any other types of leave) should be given to the TSM for approval or guidance.  Scheduling does not approve these types of leave and will return them to the TSM.
